Senior Mine Environmental Specialist
General Purpose: Act as an environmental lead within the Technical Services department. Support business objectives, strategies, and plans within the group. Implements and supports company programs and policies. This position acts as a lead to environmental personnel within the Technical Services department for Bridger Coal Company.
Responsibilities • Administer and coordinate primary interface between the mine operations and the agents of county, state and federal agencies including the Bureau of Land Management, U.S. Office of Surface Mining, Wyoming Department of Environmental Quality, state land offices in Wyoming, and private land owners. • Ensure reports, applications, filings to government agencies, resource recovery and protection plans, logical mining units, lease-by-applications, exploration licensing, environmental assessments, plans of development for right-of-way easements, roads and special use permits are prepared for timely submittal. • Play an active role in maintaining compliance with all environmental regulations and permits in a timely, reasonable and cost effective manner. • Oversee mine reclamation processes and all phases of bond release. • Maintain land, lease holding and mine permit records. • Coordinate with the Fuel Resource group on lease contractual issues regarding payment of rentals, production royalties, taxes and other lease contractual matters. • Coordinate bonding requirements for mine reclamation, federal and state coal leases, logical mining units, special use permits and general liability insurance.
Requirements: • Bachelor's degree environmental, civil or mining engineering or related sciences. • Minimum of five years of related experience in mine land use regulations and mine operations experience. • Knowledge of regulations related to surface mining, environmental controls and financial analysis. • Leadership and teamwork skills to develop and promote cooperative working relationships within and among departments and with all shifts. • Project management and leadership skills including the ability to work as a team member, maintain project timelines, budgets, and deliver on commitments. • Excellent communication and interpersonal skills involving the ability to work cross-functionally to understand requirements, present alternatives, and recommendations. • Ability to perform effectively in high-pressure situations while maintaining focus and calmness. • Knowledge of applicable federal, state, local laws and regulations. • Proficient with the use of personal computers and automated tools. Preferences • Advanced degree in Range Management, Biology or any other degree relating to the mine reclamation process.
